Nooksack Indian Tribe Job Description   Job Title:                    Water Resources Manager Job Status:                 Permanent Full – Time Department:              Natural Resources Reports To:                Natural Resource Director FLSA Status:             Exempt Revision Date:           03-29-11 Salary:                        $50,000-$60,000 DOQ OPENS:                      Open until filled (1st review of applications 4/11/11)   SUMMARY:  Tribal Natural Resources Department seeks Water Resources Manager with wide range of experience in water resources, including understanding of water quantity and water quality processes, knowledge of technical assessment and analysis, and familiarity with state and federal regulations.  Position will be responsible for: (1) management of EPA grant programs; (2) oversight and implementation of water resources assessment and monitoring projects; (3) participation in watershed and water resources management forums; and (4) providing technical expertise to other department projects and activities. ESSENTIAL DUTIES AND RESPONSIBILITIES: (1)   Manage EPA grant programs, including those related to general water resources management, water resources monitoring, nonpoint source pollution, and wetlands program development.  Duties include: (1) development of annual workplans and grant proposals; (2) budget management; (3) supervision of water resources specialist and water resources technicians; and (4) grant reporting. (2)   Oversee and implement projects to assess and/or monitor: summer stream temperature, general water quality parameters, suspended sediment, fecal coliform, and wetland function.  Summarize, analyze and synthesize field data in technical reports. (3)   Participate in watershed and water resources management forums to protect and restore tribal treaty resources, including WRIA 1 Watershed Management Project, instream flow negotiations, shellfish protection districts, Bellingham Bay Action Team, and those related to point and nonpoint source pollution. (4)   Other Duties as Assigned.  As needed, provide water quantity and water quality technical expertise to other department projects and activities, including those related to watershed restoration, salmon recovery, and/or resource protection. SUPERVISORY RESPONSIBILITIES: Position will supervise 1 to 2 water resources specialists and 2 water resources technicians.   EDUCATION and/or EXPERIENCE: Five years experience in hydrology, hydrogeology, environmental science, or related field and M.S. in related subject area required.  Experience in grant writing and grant management and water quantity and water quality monitoring is also necessary. LANGUAGE SKILLS: Successful applicant will possess excellent oral and written communication skills and will have experience with grant and proposal writing, project management, and technical report writing. PREFERRED QUALIFICATIONS:
  1. Experience managing and implementing EPA grant programs.
  2. Experience with surface water and groundwater hydrology, water quality, and related watershed processes, especially those related to water temperature, suspended sediment, stormwater, and agricultural and industrial contaminants. 
  3. Experience with a variety of methods to assess and monitor water quantity and water quality, including measurement of discharge, stream temperature, suspended sediment, and other water quality parameters, and operation and maintenance of monitoring equipment.
  4. Experience with wetlands assessment, monitoring, and restoration.
  5. Familiarity with Washington State and federal regulations pertaining to water quantity and water quality.
  6. Understanding of impacts of degraded water quality and hydrologic processes on aquatic resources, especially salmonids.
  7. Familiarity with estuarine and nearshore ecological functions and processes. 
  8. Experience working with Native American tribes.
  9. Familiarity and experience with Microsoft Office products (Word, Excel, Access, and Powerpoint) and ESRI GIS software, and water quantity and water quality models.
10.  Prior experience in supervision of field crews.
